To get your friend's account balance if he/she belongs to postpaid service:
You have to dial +919890012345 and follow the instructions to get the account balance and validity information.
To get your friend's account balance if he/she belongs to prepaid service:
Turn your fingers to send just a single message RBALMobile Number which you want the info and send to 121.
